Sylvia S. Dunlap
Principal and President
Mrs. Dunlap has been an economist for 38 years, a financial advisor for 28 years, an investment banker for 15 years, and a commercial banker for 9 years. Mrs. Dunlap is a Municipal Advisor and has provided consulting services to cities, counties, municipal utilities, universities, school districts, airport and expressway authorities in the State of Florida. Additionally, she has advised foreign Latin American Countries in Institutional Strengthening. Mrs. Dunlap’s career in investment banking and corporate banking includes government agencies and multi-national banking institutions. Throughout her career, she has financed over $9 billion in tax-exempt bonds, variable rate paper, including commercial paper, lines of credit, bank loans, interest rate swaps, auction rate securities, SBA loans, TIFIA loans, taxable financing, industrial development revenue bonds, Community Redevelopment Agency, private placements, and tax increment financing.
Mrs. Dunlap has worked as a public finance banker for major Wall Street firms throughout her career, including Dean Witter, Oppenheimer, and SunTrust Public Finance. She obtained her credit, commercial and capital markets training at Barclays Bank, PLC. Mrs. Dunlap evaluates a client’s financial condition and recommends strategies and financing structures to strengthen underlying ratings. Mrs. Dunlap also assists clients in developing credit rating presentations, debt, investment and swap policies.
Mrs. Dunlap holds a Master of Business Administration from the University of Miami and has held several securities licenses including: Municipal Securities Representative, Series 52; General Securities Representative, Series 7; and Municipal Securities Principal, Series 53 and has been a registered Investment Advisor. She is a MSRB Municipal Advisor Series 50 Representative. In 2005, Mrs. Dunlap founded National Minority Consultants, to provide quality financial advisory services.
Mrs. Dunlap is a board member for the Orange County Industrial Development Authority and has held the chairperson position for many years. Additionally, she is a Board Member of the Orange County Educational Facilities Authority.
Kyrle Turton joined National Minority Consultants as a consultant in Orlando and offers more than 17 years of financial industry experience that includes public sector as well as private sector financial advisory, investment banking and equity portfolio management.
Mr. Turton began his career in the Office of the Illinois Governor, nearly twenty year ago, where he assisted in the development of the Illinois FIRST Program, a $6.3 billion strategic fund that successfully addressed the State’s aging infrastructure and public school funding needs. Since 2001, Mr. Turton has participated extensively in the municipal finance area, serving in the capacity of a financial advisor or investment banker on approximately 200 bond transactions totaling nearly $20 billion. Mr. Turton’s client base has included the full spectrum of tax-exempt and taxable borrowers across a broad range of sectors, such as general government, utility/enterprise, public schools (K-12), energy, transportation, healthcare and senior living. During his career, Mr. Turton has executed debt transactions for several of the largest issuers in Florida and the United States, including Miami-Dade County; Broward County; Sarasota County; Lee County; Greater Orlando Aviation Authority; Central Florida Expressway Authority; School Boards of Miami-Dade, Broward County and Palm Beach County; the State of Florida, District of Columbia and City of Chicago. In developing a plan of finance recommendations, Mr. Turton conducts a unique broad market review process that draws upon experience in equity trading and portfolio management to assess key stock market trends and price activity, as important indicators of underlying bond market strength, and the potential viability of certain financing and refinancing strategies.
As a Strategic Municipal Consultant, Mr. Turton has designed complex financial models to successfully plan, structure and allocate costs associated with public private partnership ventures; and identified viable budgetary relief and deficit reduction strategies for state and local governments across the country, including the City of Jackson (MS), Shelby County (TN), City of Minneapolis (MN) and City of Chattanooga (TN). In particular, for the City of Jackson, the Multi-Year Financial Recovery Plan authored by Mr. Turton identified over $70 million of cost-containment and non-tax revenue enhancement initiatives and was adopted by the City Council in 2004.
Mr. Turton graduated from Yale in 2000 and currently holds Series 50 Municipal Advisor and Series 7 General Securities Representative Licenses.
